New quiz and quiz bank, unable to copy or export to other courses

As mentioned in the title, it appears that new quizzes and new quiz banks cannot be transferred to another course? My department and I have scoured the canvas and the internet trying to figure out how to accomplish this. Any insight would be helpful.
