more granular permissions (Idea voting closing soon)

The original Idea for   was Archived (with 306 votes) as we were asked to separate it out by tool and open individual ideas. Which I did but with less than 15 days to go in the voting period none of them have reached the necessary 100 votes to be considered for the next stage. If Granular Permissions are important to you and you haven't already done so, please go vote. Pass the list on to your fellow Admins.
