Unable to give any weight to Assignment Groups

While trying to add weights to Assignment groups, the option to attach any weight isn't showing. The only option I see is a group name. Also, the assignments group weight isn't showing any options to modify the weights. I just see a single option of "Weight final grade based on assignment groups". Can anyone help?
