Accessing subfolder directly via URL only shows up to 10 folders in the folder hierarchy

This behavior is resolved in the 2022-02-16 deploy.

Description

When accessing a subfolder by URL where the folder it is in contains more than 10 other folders, only 10 folders will be displayed in the folder hierarchy.

This behaviour occurs when there are at least 10 folders listed under the root course folder.

Expected Behavior

Instead all folders should be displayed.

Workaround

No workaround exists at this time.

Steps to Reproduce

Prerequisties: Have a course with a teacher enrolled

1. Go to the Files section

2. Create at least 10 folders

3. Within one of the folders create another set of more than 10 folders

4. Act as a teacher while on a folder within the list

5. Notice that only 10 folders are displayed in the tree
