This behavior has been resolved and deployed to the production environment as of 7/02/25.
When using the API to update a course, the account_id is being updated when override_sis_stickiness is set to false.
Instead, the account_id should be ignored and not updated.
No workaround exists at this time.
Prerequisite: A course and a Sub Account.
In the UI, change the course from the root account to the sub account to set stickiness (or through the API).
Update the course through the API, setting override_sis_stickiness to false and the account_id to the root account.
Notice the account_id is still updated, even though stickiness should have been set.
