Allow Quizzes 2.0 Course copy when Root account is set to off

Description

If you turn on the root account FF and turn it off, when you course copy, it should copy the Quizzes 2.0

Expected Behavior

Course copy should work and include Quizzes.Next content regardless of the status of Quizzes.Next feature flag state.

Steps to Reproduce

1. Turn on the root account feature option for Quizzes.Next
2. In a course, create content in Quizzes.Next
3. Turn off the feature option
4. Create a course copy from an existing course into a new course
5. View that Quizzes.Next content is not included in the import
