[Chrome] Assignment enhancements - scroll jumping after submission

Description

When using "Assignment enhancements - student", assignments with a description long enough to allow scrolling(window size dependent) will reset students back to the bottom of the page if they scroll up after submitting. The more lines the assignment description has, the more persistent the issue is.

Expected Behavior

Allow students to scroll to the top of the page/description.

Steps to Reproduce

1. Have a published course with the "Assignment enhancements - student" feature enabled.
2. Create an assignment with a description more than ~10 lines of text. (this is dependent on window size, you need enough to have a scroll bar)
3. Submit to the assignment as a student using Chrome and then attempt to scroll up. This is when you will see the scrolling issue.
