Custom JS/CSS files don't load in sub-accounts for consortium admins

Description

Custom JavaScript/CSS doesn't load for consortium level admins when they are viewing sub-accounts in one off their child accounts.

Expected Behavior

Custom JS/CSS should load in all instances and sub-accounts of a consortium.

Steps to Reproduce

Requirements: Have a consortium, add an admin to the parent account, add a sub-account to the child account.

1. Add custom js/css to the sub-account within the child account
2. As the consortium level admin, navigate to the sub-account in the child account
3. Notice that the custom JS/CSS files don't load
