Editing availability dates while using timezones in mexico shift the date by an hour

This behavior has been resolved and deployed to the production environment as of 4/6/23.
Description
When a creating user has their time zone set to Mexico City, Mazatlan, Guadalajara or Monterrey the date picker when editing an assignments availability dates will adjust the time provided to be an hour sooner than you entered if you type it in manually.
Using the drop-downs in the date picker do not cause this behavior to occur.
This behavior only occurs during the date range which used to be Mexico's daylight savings time (First April Sunday - Last Sunday in October)
Expected Behavior
Instead it should not adjust the time you entered to be incorrect when typing it manually.
Workaround
No workaround exists at this time.
Steps to Reproduce
- Create a teacher who is enrolled in a course and set their user time zone to Mexico City, Mazatlan, Guadalajara or Monterrey.
- Create an Assignment or Quiz in the course and within the edit screen add availability dates by typing them manually.
- Such as Apr 2, 2023, 4:00 PM
- Notice the time is shifted to 3:00pm
