Description

When creating a global announcement at the root of a consortium, differentiating the announcement for specific roles only displays it for users with those roles at the root of the consortium. When undifferentiated, the announcement correctly displays to all users in the managed account accounts.

Expected Behavior

Display differentiated global announcements to users with the specified role in the managed root accounts beneath the root of the consortium.

Workaround

No workaround exists at this time.

Steps to Reproduce

  1. Create an announcement at the root of a consortium and check the box beneath it to specify a role to send the announcement too

  2. In one of the root accounts that is managed by the root account of the consortium create a course and enroll a user in the role that you specified in step 1

  3. Act as/masquerade as this user

  4. Notice a distinct lack of global announcements
