[OPEN] New quizzes assign incorrect assignment_group_identifierref during export

Engineers are currently investigating the issue.
Description
During the export process all New Quizzes get assigned an incorrect assignment group identifier. This means that they are being imported into a default imported assignments group instead of their correct group. The identifier that gets assigned for new quizzes does not match the identifier values that are present in the assignment_group.xml file for that same cartridge (QTI or IMSCC). This does not occur when using direct course copies.
Expected Behavior
Instead new quizzes should be exported from a course with the correct associated assignment group ID and not a seemingly unrelated one, upon reimport, they should be placed into the correct assignment group
Workaround
Create and move content to the correct assignment group or use a direct course copy when possible
Steps to Reproduce

In a course with new quizzes, export the course content as “course” or “quiz”

Navigate to a new course, and upload that QTI or imscc

Notice that the new quizzes are placed into the placeholder “imported assignments” group

Change the imscc file extention to zip and open that file

Open one of the assisment_meta.xml files for the new quizzes, notice the assignment_group_identifierref

Open the assignment_groups.xml file from the zip and notice the identifier does not correspond to any of the groups
