This behavior has been resolved and deployed to the production environment as of 4/28/22.
Some submissions are returning an "Error while processing or retrieving the document"
The error in Docviewer shows "Error downloading file from URL document <document ID>. Removed from queue."
Admin would like to know the cause and they should be able to preview the submission in Speedgrader.
No workaround exists at this time.

Go to a submission with a file upload in Speedgrader
