Exporting Quizzes to Add to an Item Bank

Hello, I'm trying to export Quiz A to create an Item Bank and merge Quiz A into Quiz B. I've followed directions posted on other similar questions but I've hit a huge roadblock. 

When I choose from Settings>Export Content, I choose the Quiz Export Type, I deselect All Quizzes under the "Select Quizzes to Export", but no quizzes show up. I clicked "Create Export" to see what would happen and unzipped the file but the two items had nothing included.

Could this be a system admin issue? I'm really stumped and I appreciate any guidance.
