I am trying to publish a quiz with a minimum percentage grade required. We need them to get at least a 70% in order to go on. I would also like to see if you can do a pop-up message telling them that they did not get the 70% required and that they should go back and redo the previous course. is there a way to do these things?

I think you can accomplish what you are looking for with Mastery Paths (if available at your institution). If available at your institution, you can enable Mastery Paths in your course.

Mastery Paths allow you to set up differentiated learning paths. You could therefore have content that would not release without scoring a 70 or higher on your quiz. You could also have a page that releases to students who score under 70 — informing them that they should retake the previous course.

For releasing further material, you could also utilize Module requirements. This would allow you to use Mastery Paths for the message to students scoring below 70, but have entire modules unlocked by scoring 70 or above.
