Erin from Instructure responded to a similar question not long ago here https://community.canvaslms.com/thread/24046-quizzesnext-for-fft-accounts . As Erin indicated, Quizzes.Next is currently only available in paid accounts, but the response suggests this may be different sometime in the future although no date as been set.
