Course Outcomes are not available to align with Banked questions

Description of the Bug:

When working with questions already within a question bank and attempting to align outcomes to that question, Course Outcomes are not available for selection.

Steps to Reproduce:

1. Create some course level outcomes.
2. Create a quiz bank in Q.N.
3. Add a question to that bank.
4. Attempt to align a course outcome to the question.

My research proved out:

• One CAN align course outcomes to an entire Quizzes.Next assessment.
• One CAN align course outcomes to an individual question within an assessment, however...
  • Course outcomes are NOT available for alignment with individual questions already in a bank.
