What is the deal with the Navigation?

Why is it so difficult to navigate to the new quiz settings that let you set parameters on sections, due dates, and availability times?  It appears to be so easy to navigate to the quiz but navigating to edit other details of the quiz or even just to other parts of the course is unnecessarily difficult.  Am I missing something?

I believe this is because new quizzes were designed as an eternal tool.

The quiz settings that are not a part of the external new quiz tool, are only accessible through the three dot menu of that quiz on the assignment tab.  Ideally this could (and should) be updated to be accessible from the three dot menu everywhere the quiz occurs.  There is an open idea related to that here:
