Why does the "Return" button in "Build" in Quizzes not take you back to the previous page?

When you click "Return" button, it takes you to the home screen, which is quite annoying.

@KC32 Are the "Quizzes" and "Assignments" links hidden from the course navigation menu? New Quizzes should direct to the "Quizzes" index when you click "Return." But if Quizzes are hidden, the Return button will take you to Assignments index. If that's also hidden, the Return button will take you to the course home page.
