I am an instructor, and I found I wanted to communicate with some students while they took a new quiz using respondus lockdown browser (but not proctoring).
In that case, there were specific students I wanted to communicate two-way with. I can also imagine needing to communicate to all users, in case a question needs clarification, for instance. With a time limit on the quiz, and not allowing back-tracking, this becomes very urgent.
I could not find a way to message them other than by email. The responded to my emails after the quiz finished.

Some students have their canvas messages forwarded to their phone. As a result, I have been able to use canvas messages to reach students during a lockdown browser timed quiz. It would be an interesting idea to add a within quiz message pop-up to the moderating page for in progress attempts. That would allow live instructor feedback about moderating issues. You could suggest something like that in an idea conversation here: https://community.canvaslms.com/t5/Idea-Conversations/idb-p/ideas
