1 Attempt or 2? Resetting a Quiz for a Student who missed the deadline

When a student misses the deadline for a quiz, does Canvas consider the "1 Attempt" used, such that I need to edit that student's participation with "2 Attempts"?  Or do I just need to manually unlock the quiz so the student can used the unused "1 Attempt"?  I don't want the student to have 2 attempts when I unlock the quiz.

If the student did not start the exam, then the 1 attempt is still waiting. You do not need to add another. Hopefully this helps.
