Assignment requires peer review

I have an assignment that require peer review. Students should be able to upload their essay and read three essays of their peers and evaluate them. My question if they upload it to  Assignments would they be able to see each others work?

Also in peer review can they upload their work without showing their user id?

How do I do an assignment?

Click on the left-hand side of your course where it says Assignments.  You will go to a new page, and click on the right-hand side whether it's a "regular" assignment or a quiz.  (see screenshot).  This is assuming that you are an instructor.
