Can I add non-student people (for example an observer) to a group?

I am inviting other people to a course and want them to be able to participate in the breakout group.  How can I add a non-student to a breakout group?

You may invite any participants in your course. You also have the option to remove course observer members. Here's a guide on how to set a conference up. https://community.canvaslms.com/docs/DOC-12687-415241306

I have the same question and that sheet on how to make a conference, I did not see how to invite someone from outside the institution (e.g. someone with a Gmail or Yahoo address, or from a different institution).
