The answers to these questions will depend on how your school has set up its roles and permissions, whether it allows users to add other users to their courses, and whether they have set up a "substitute" role—and if they have, what permissions they have granted to that custom role. Your best course of action would be to contact the local Canvas admin or eLearning department for the district to ask them how they plan to handle adding substitute teachers to courses.
