Can free account enable scorm?

I use a free account to design a project for an online learning course. Can I enable scorm？I can't find this option in the setting-navigation page right now. Thank you!

Per this document, Canvas Account Comparison PDF, SCORM can be utilized.

It seems the permission has been reviewed. I just checked and the SCORM option isn't available for free accounts. I'm also in need of this option. Is there any help?
