Canvas notification "message students who..." going to wrong people?

Hi: My faculty have never had this problem in the past...

When they use the notification "Message students who..." to automatically address a message to students who haven't completed a particular assignment, it's starting to incorrectly go to some students who DID do the assignment. 

Does anyone know why that might be happening and how to fix it?
