Copying New Quizzes Over to Other Course Does Not Copy Questions Over

Hi All,
I am an instructor trying to copy my exam made in New Quizzes into another course. When I do so, it copies the settings, title, and instructions correctly, but none of the questions are loading. I saved all of my questions to two different Item Banks when writing the original exam. That is, the original questions are in my first exam, and they are not being pulled from an Item Bank to my knowledge. I can add questions to my newly cloned exam from the Item Banks, but I would rather not select each individual one (I want specific questions from the bank, not random). Does anyone know why this is happening?
