Course Level and Account Level Outcomes

I'm not sure if I can explain this well or if I'm using the correct terminology.  I just want to see if this would work because it would save our faculty a great deal of time.

Scenario: 
A set of outcomes are imported at the account level (via a CSV file).  The same outcomes are imported at the course level (with identical outcome IDs/vendor_guid and titles).   The idea is to create customized CSV files for each department that include a specific set of General Education outcomes. 

Question: 
Would course level outcomes be tied to account level outcomes in regard to reports since they have the same IDs and titles? Are they linked as far reporting?   Or are they treated as separate sets of outcomes because one is account level, one is course level. Ultimately, we need to run reports at the account level.

We are looking for a more efficient way to import multiple outcomes into a course.  The General Education courses do not need to pull in all General Education outcomes into their course, only those identified for that course.  In the end, we have 14 combinations of outcomes, which I was hoping to provide in a CSV file for faculty to import into their course.  Having to "Find" and add a large number of outcomes (one at a time) is not ideal.  Hence, my hope to import a CSV file already built for them.

Any ideas or recommendations on creating a more efficient way to add large numbers of outcomes to a course?  Thank you.

Hi  @chaldeat .  I may not be understanding the question correctly, but we have been working with outcomes as well recently and if I remember correctly, if outcomes are placed at the account level than all courses in that account should be able to import any or all of those outcomes.  If an instructor goes to the outcomes tab, they can see the account level outcomes but must select which to import into his/her course before they can be utilized.  I'm not sure I understand why the outcomes would be imported both at the account and course level, but if I remember our testing here, we couldn't pull compiled reports on outcomes that were just added at the course level.  These had to be run for each course rather than together.  However, if an instructor imports an account level outcome into their course, then the account level report will show all outcomes results.

Hi ericwerth‌.  Thanks for your reply.  We've been working in the Canvas test site and what we found is when an instructor uses the Find tool to pull in outcomes from the account level, they must add each one individually.  I suppose I should have started with the question, Is it possible to add multiple account level outcomes to one course in one step (for example, Ctrl+click each outcome)?  It appears that they must be brought in individually, which is fine if an instructor needs only add a small number of outcomes, but we have some courses which could require as many as 17-20 outcomes. 

So, I was hoping that if they imported an identical set of outcomes at the course level, where the outcomes ID and titles matched those at the account level, they would somehow be linked and reporting would include them all (due to the fact that field names were the same - sort of database logic).  I know it's an ambitious idea, but I understand maybe not logical.  

We hope to make this a simple process for faculty.  If they have to pull in outcomes one at a time and then also have to align those outcomes to assignments in a second step, I fear it will be extremely time consuming for them.  Thank you for your help and any suggestions for making the process more efficient would be appreciated.

Can outcomes created at course level be copied, moved or exported to an account or sub account level in Canvas?  I have some outcomes at the course level I want to export to csv to edit then upload at the account level for courses in this account to use.  I do not see any option to move, copy or export the outcomes I added in my sandbox course.  Is this a permission that needs to be enabled on my sub account or admin account? 

On a similar note, can we also move, copy or export rubrics and question banks from a course to an account to be used by courses under an account?
