How do you change a TA into an Observer?

I've added a user as a TA and would like to know if its possible to change them into an Observer without first deleting their account and resending them a new invite?

If your Canvas administrator has granted your role this permission, then you can learn how at https://community.canvaslms.com/docs/DOC-13123-4152481701 

However, many schools restrict this permission (ours is one) for some very good reasons. If this is the case, then you will need to contact your Canvas Admin/Support department for assistance with this.
