I have followed the instructions for "migrating" quizzes, but it doesn't seem to do anything.

What happened when you did it? Are you sure that you have the ability to use New Quizzes in your school? I am assuming you do, but want to make sure to ask, just in case.
It now has the new quizzes icon next to it but the quiz is unchanged.

At this point, I would recommend that you reach out to your Canvas admin and make sure that the feature to do this has been enabled.
