How to add people to course if no +People button?

I'd like to add another person (instructor) to my course on Canvas, but there's no Add People button available.

Hello, my guess is that your institution has blocked this access.  This is pretty common so that the institutions can track access to FERPA protected information that a TA or additional instructor would have.  In this case, you would need to contact your IT department or your Canvas admin to have people added to your course.
