Hyperlinking within a single page

Is there a way to navigate within a page so that you can have a hyperlink at the top of a page that links to a bookmark further down on the page?

What you are describing are called "anchor tags" in HTML.  At the beginning of 2017,  @kdickso  wrote a great blog on the topic that I think will be of help to you: Anchor Tags explained by a language teacher.
