Our school has just instituted a complex late policy
minus 10 points for a week late
minus 20 points for two weeks late
minus 50 points for anything over two weeks.
Is there anyway to set up Canvas to do this?

Hi patricia.lipsey@ncpublicschools.gov ~ At this time, Canvas does not automatically deduct points based on assignment submission. There have been some lengthy discussions here in the the Canvas Community around this, however.
These would be great places to start. Join in the conversation!
Why does Canvas automatically deduct half for late assignments?
It also looks like you're not the only one curious about this feature's development:

With the official Gradebook update on its way, I wonder if there will be some opportunities to automate things that we currently cannot. If I hear anything official, I'll reply again.

But when clicking the link for Deduct X% or X points per day for each day an assignment submission is late it says that this option was developed and deployed by canvas. If so, how does one access this feature? I cannot find further explanation for this feature.
Your Canvas Admin has to enable the new gradebook for the institution. Then, as an instructor, you can go into your course settings, choose features, and enable it there. You can go to your course settings and see if it's already been enabled for you.
The new gradebook is still, well ..., new. There are some problems with it and our Canvas admin has used it and decided it's not quite ready to unleash on our faculty for this term. One of those reasons was that once you use a late penalty, you can't go back to the old gradebook, so she didn't want people to get more frustrated by being locked in. The new gradebook is supposed to be in place for everyone later this year (whether you want it or not).
