Mastery Path based on a one-question survey response?

Need to differentiate content for adult learners from 9 school teams we are coaching.
Just took the MasteryPaths webinar. I tried to create a one-question graded survey/multiple choice as my source assignment (each answer option corresponds each of the nine school names). I want to create respective MasteryPath based on the answer/school selected. But the MasteryPath tab is greyed out. Is it not possible to determine a learner’s MasteryPath this way?
If not, how else could MasteryPaths be used to ensure each team gets their customized, school-specific content (not accessible by others), but are still able to be in the same course to enable a community of practice/communication/collaboration across the teams?
