Stephanie, this may depend on your institutions Canvas settings. We allow view-access to courses for about 1 month after the semester ends, and after this time it is not accessible for students. If your institution has similar settings, students wouldn't be able to view old content and you wouldn't have permissions to enable it. I suggest you reach out to your institution's Canvas Administrator, to clarify how they have courses configured.
