The terminology "tag an announcement" doesn't really exist in Canvas. However, all of your students can go into their individual "Notifications" screen and configure their notification settings to be notified when you post announcements in your course. How do I set my Canvas notification preferences as a student? As an instructor, you have similar settings: How do I set my Canvas notification preferences as an instructor?. You and your students can choose to get notifications via e-mail, Twitter, and push notifications (via the Canvas Student or Canvas Teacher app).
