Respondus Monitor is included in your Respondus Lockdown Browser download. Downloads are specific to a school or user's account, and your instructor should have provided you with a download link that twill work for your school.
Yes, in order to use Monitor on a desktop, you will need a camera. On a laptop, you will need to enable your camera. This guide from Respondus will help, then ask your teacher for the download link.
