When sharing a quiz to Commons, does the question bank go as well? Are there specific steps that need to be taken to make sure additional users have access to the question bank(s)?

Unfortunately, no.
According to How do I import and view a Commons resource in Canvas?, "Commons currently does not support sharing/importing question banks associated with a quiz".
It looks like there has been at least one feature idea submitted to change this, but it has been archived.
