I see in the video tutorial that an instructor can leave comments on an assignment. Does the student have the ability to leave follow up questions? I'm looking for two way communication between TA and students for assignments. Thanks.

Yes, students can leave comments on both the initial assignment submission, and as a response to a teacher's comments. The following guide will show your students how to view your comments and reply to them, How do I view assignment comments from my instructor?
