Student unable to authenticate to retrieve google document that is embedded

I embedded a google document in canvas. I see it on canvas screen. When student goes to open it says authenticate. They cannot authenticate to see the file.

These are the steps I take when kids get stuck in a Google authorization loop (they authorize, it says it failed):
1 - Sign out and disconnect LTI (both in Canvas - Account/Settings/Delete under Approved Integrations, and in Chrome - go to myaccount.google.com then: security/3rd party apps with access)
2. Also check if 3rd party cookies are blocked in Chrome settings.
