Uploading Zip file as a quiz

Try to upload a zip file to a quiz but I can't click on Import assessment content as New Quizzes. 

It does not allow me to click it. Does anyone know why?

 @kvogt1 , greetings! I'm not super familiar with new quizzes, but on the following guide, it indicates that you can only import assessments from QTI packages - https://community.canvaslms.com/docs/DOC-15064-4152780901
