View all Institution courses when importing content.

Is there a setting to allow teachers to see all past courses when importing content? Currently my teachers can only see courses in which they participated. Makes a bit more work when a new teacher is trying to view content for a course that was taught by someone else the prior year.

Users must be enrolled in a course in order to see it in the Import/Copy process. There is not an option that will allow a user to see courses that they are not enrolled in. At my institution, our instructors have "development" versions of every course that they teach. This allows them to add other teachers to the courses to share content.
