Why are files I try to download not being downloaded?

When I try to download a file on CANVAS, the file appears to go up to the download folder at the top right of my MacBook Air, but when I double click to open the file, what appears is not the file, but the Login page for the University I work for.
I have attached a screenshot. As you will see in the upper right of the screen, what is Downloaded in NOT the document but the link to the Log In page. This is problematic as I cannot retrieve the documents I need. HELP PLEASE?
