Why can't I select questions to move between question banks?

Hello,

I am trying to move questions from one bank to another. I understand the mechanics of it: select the bank, select move multiple questions, select the questions, select the bank to move them to. This works for some of my banks, not others. In some, when I select " move multiple questions", the window that pops only asks for a bank to move it to, it does not give me the option to select the questions to move to another bank. If I just select the bank, it returns an error. How do I fix this?
