Why can't I zoom out further in Doc Viewer / Speed Grader?

Students regularly submit pdf scans of their work (scanned using phones - using google drive scan if android, files/notes app if iPhone). For some reason, these pdfs appear in wildly different sizes in the Speed Grader / Doc Viewer. This would be manageable except for the fact that many of them appear very zoomed in initially and the option to zoom out is grayed out! The only option to zoom is to zoom in not out. So you have to scroll to get across and down the huge document. Why can't we zoom out further? This is infuriating. We're using macbooks in catalina and using Chrome (same problem in Safari).
