This is probably a simple question, but if I want to allow students to be able to interact with each other, would the chat feature be the right tool?

2.  I assume that I can disable it at will, say during an exam?

Happy New Year!  Sorry to see that your question has been sitting out here unanswered for such a long time.  Yes, if you wanted make "Chat" available for your students to "live chat" with one another, you could certainly do that.  And yes, if you wanted to hide the "Chat" course navigation button during exams, that would also be possible.  Here are some Guides that cover all of this:
