I am teaching an online class in the Spring. The course isn't available yet, but can I create a shell (right word) course in the meanwhile so I can start creating and filling in the course?

Some school's allow their instructors to create course shells on their own. Some do not. You will need to probably speak to your school's local Canvas administrator to see if they allow instructors to create their own empty course shells or not. This might be something that they will have to do for you. (It's all based on permissions and settings at the administrative level in Canvas.)
