Can you cross list 2 courses when there are only students enrolled  in one of the courses?

Good afternoon, @Mks2 ...

Yup...you should be able to do this.  Cross-listing courses only moves enrollments from one course into another course.  It does not move course content.  Even though there may not be students in one of the two courses in question, if Student A registers for course ABC and Student B registers for course XYZ at some point in the future (after the cross-listing has happened), you would see both of those students listed in the "People" page in one of the courses...but they would be separated out by their section and/or course number.  Here are a couple Guides for you to look through:

Someone had mentioned I need to have another student enrolled in other class in order to cross list both courses? I will eventually get a student in the other course. Is there a reason why the person would be stating I need another student enrolled in that other course to cross list?

Hello @Mks2 ...

I'm not sure why that person would be telling you that.  I can tell you from my own experience (as a Canvas administrator at our school) that I have cross-listed courses in Canvas that only had instructors enrolled in them.  Once students are enrolled, they will only have access to one of the two cross-listed courses...whichever one you choose to have both course sections listed in.  You'd see something similar to the screen shot displayed under "Open Section" in the linked cross-listing Guide that I gave you earlier.  Hope this helps.
