If you have enabled the "Modules" course navigation button in your course (see How do I manage Course Navigation links? - Canvas Community), then the next thing I would do is to ensure that the modules within your course are also "published". In order for the crossed-out eye to go away next to the "Modules" course navigation button, at least one module needs to be "published".
