"Send to" for question banks

If a teacher creates a quiz with question groups linked to question banks and uses the "send to" feature to share the quiz with a different teacher, the questions and question bank don't travel along with the quiz. Is there a way to use the "send to" feature to also send the question banks so the questions populate in the quiz?

I get the same result when I try to share the quiz to the commons.

The only solution I can think of is to make the two individuals teachers in each other's courses so they can import content and and select question banks that go along with the quizzes. That seems cumbersome. Any better suggestions?

What you could try, is to first export the entire course at menu item Settings as a Canvas course export package, and subsequently importing specific content to your other course at menu item Settings > Import Course Content > select the export file and choose Select specific content > Import > Select content > select every item that relates to both the Quizzes and Question banks > Select content. I'm curious to hear whether this works for you.

Yes, that would work but it's much more cumbersome than a simple "send to" from inside the course. The teachers would have the follow this multistep process for every quiz they want to share. Thanks for the idea!
