Please refer to this Guide: How do I send a message to all course users in the Inbox as an instructor?. However, also keep in mind that Canvas does not have e-mail. It's messaging via the Canvas Inbox...which is different than e-mail. This means that people not enrolled in your course cannot send messages to students in your course. Also, students in your course cannot send messages to friends/family that are not enrolled in your course. All users can configure their e-mail notification settings to choose how and when they want to receive e-mail notifications about messages coming from the Canvas Inbox.
